Job Description
Knowledge of:
Principles and practices of public health and public health administration; current health codes, laws, regulations and guidelines.
Federal and state regulations governing local health departments.
Principles and practices of accounting and financial analysis; funding sources available for public health services; budgets and grant procedures; budget preparation and compliance, contracting.
Sensitivity to Native American culture and customs prevalent in the counties.
Skill in:
Public relations and public speaking.
Sound decision making
Leadership practices and employee relations.
Composing a variety of documents.
Grant writing/development
(Applicable to physicians) Effectively diagnosing and treating infectious, communicable, and other diseases; operating medical equipment and instruments.
Responsibilities
Promotes and completes the directives for the Southeast Utah Health Department, while functioning within the framework of statutes, policies, rules, and regulations of the State of Utah pertaining to local health departments.
Performs personnel administrative functions within the department and interprets/develops personnel policies; determines or reviews decisions regarding personnel selection, placement, termination, etc.; and motivates, evaluates, and disciplines subordinates to obtain department goals.
Plans, develops, and directs department programs; determines objectives, organization, finances, delegation of supervisory responsibility, work methods, incentive systems, and public relations; and conducts regular meetings with department staff.
Acts as a consultant to local, state, and federal officials, and private and volunteer organizations in promoting the health of the citizens of the jurisdiction.
Coordinates activities of the department with the three County Commissions, County Department Heads, political leaders, the medical profession, local governments, health professionals, and various agencies. Makes periodic reports to locally elected officials
Organizes and participates in scheduled Board of Health meetings; conducts other meetings as necessary or assigned.
Coordinates department business with partners and stakeholders such as: local health service providers; Utah Public Health Laboratory; Utah Department of Health; Department of Environmental Quality; Department of Agriculture and Food; etc. as necessary.
Prepares and proposes department budget for Board approval; monitors and approves expenditures; and presents proposed budget to County Commissions and Councils as necessary.
Qualifications
Headquarter offices are located in Price, Utah and applicants must reside in Carbon County or be willing to re-locate to Carbon County within 60 days of date of hire. Applicants must have a valid driver license and be willing and able to travel between SEUHD offices within Carbon, Emery and Grand counties. Applicants must either be (1) board certified to practice medicine in the state of Utah in preventive medicine or in a primary care specialty, or (2) must have a master s degree in public health, nursing, or other health discipline related to public health, public administration or business administration with at least five years of professional full-time experience in the practice of public health, of which three of those years must be in a senior administrative capacity.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
